The cheese thing is a bit goofy, but Britain was under heavy food rationing during and after WWII, and that included cheese. I've seen british wartime comic strips where the characters reminisce that they haven't seen an *onion* in weeks! I don't know if Guardineer had rationing in mind, but getting excited about a pretty mundane foodstuff makes a kind of sense, here.
