Really? Admittedly, I'm not a die-hard, read-every-story of the Batman and his rogue's gallery, but I've always thought that the Penguin was something of a Kavorka Man, due to his dapper dress complete with top hat, tails and umbrella (shades of John Steed, anyone?), especially in his pre-freakshow original incarnation.
Enh, I could always be wrong though :P
