The criminal mastermind Hairy Arms (hey, Golden Age), has a shocking revealation for his group of thugs:

Plastic Man and Officer Plotz (!) manage to escape. And whilst Plotz tries to rally the authorities, Plas takes his Eel O'Brien identity (still believed to be a criminal by the underclass) to rally the surprisingly patriotic criminal element to take on the Axis-bots:
