Green Arrow's Most Useful Trick Arrow!!

Is Ollie smoking a pipe in that first panel?! Could a directors cut reprint of Snowbirds Don't Fly be far around the corner, complete with a digitally restored page of a distraught Roy's "I learned from watching YOU!!!" be far behind?
