Boss Annova, head of the Metropolis underworld, is cheesed off that Plastic Man is busting all of then street level criminals. So he decides to take a radical step:
Yes, he hires Rice O'Rooney, The San Francisco Threat.

So...terrible. And yet, so hilarious.
Blame it on the Boss Annova, the dance of love.
You also have to love a crime boss who throws discretion to the wind and identifies himself to the secretary taking his call as the kingpin of all street crime in Metropolis.
In fairness, it was a Plastic Man story, so "discretion to the wind" was probably the least of its sins against realism...
