Well, there was a lot of New52 meta-commentary in the FINAL issues of the previous cycle, so I wouldn't be surprised...
I definitely had that impression as well, and I believe that this is definitely a speech from Didio rewritten and put into a comic book. It is the only downer in the book.
Oh, I wouldn't call it a downer, Nick. At least on the non-meta level, it's about time Bruce Wayne started using those billions to improve Gotham, instead of just sulking about how bad it is. Hell, I've said for years that Wayne should just buy Arkham, or start his own asylum--he couldn't do any worse...
