Which is not a bad thing, at all. Heck, it's a refreshing break from comics' collective 1990s hangover of drawing every male hero as a hypermuscled freak show.
And when you think about it, when your powers are mutant/pseudo-scientific/just-plain-made-up, there's no reason you have to be built like Mark McGwire's bigger, stronger cousin to actually be strong. If you're 100x more powerful than a normal human, even "normal" sized musculature can rip up the place, you know.
So, all hail scrawny Namor!!
