Maybe it's a class thing - a hairdo appropriate for a lower-class thug is not what you want to see on a respected member of the upper crust.
Of course your post reminded me of John Byrne's "brillian" idea during the reboot when he decided that Norman Osborn and the Sandman were related - because of the similar hair...
One expects a guy made of sand to have an earthenware haircut. :)
Mensh...that's almost as stupid a retcon as the thrid movie having the Sandman turn out to be Uncle Ben's real killer...so even if Peter had stopped the thief, Uncle Ben still would have died.
