In this week's Winter Soldier #5, someone has some questions about Nick Fury's career path:
"Also, Von Doom would liked to know if S.H.I.E.L.D. is an American organization, or an international organization. You really can't have it both ways."
Odds someone high up at Marvel will actually see that these issue are answered someday? Zero.

In the first Avengers Annual (1967), Fury said that S.H.I.E.L.D. was "an American combo, not a blamed international police force!" (But the acronym was for Supreme Headquarters, INTERNATIONAL Espionage, LAW-ENFORCEMENT Division.) In Daredevil in the early 1980's, the Black Widow referred to it as a United Nations agency. So Marvel has tried to have it both ways, depending on whichever was politically correct at the time.
