Dann, this was only Thor's 3rd appearance. His memory of his Asgardian days prior to his life as Don Blake hadn't yet returned, and Loki was the first Asgardian he had encountered since his transformation. So I'm inclined to cut him a break here.
Don't forget how she reacted when she first clapped eyes on Hercules. She was all over him. There's definitely a pattern to her behaviour. It's much she didn't try it on with Odin when she first met him.
