First, note the miracles of DC Science:
Yup, crocodile boots enable one to walk on water (which is pretty amazing, because even intact crocodiles can't do that!)...but hey, these cultists are using their feet in battle, and that's what counts in Feet Of Fury!!
But even walking on water can't prevent Katar from taking them out (while in mid-air, no less):
You have to appreciate the mid-air-horizontal-double-disarm-scissor kick, don't you?

Hawkman's Gymkata is originally from Hawkman #7 (1965), by Gardner Fox and Murphy Anderson. I found the reprint in Four Star Spectacular #1 (1976).
